One prime target of the free zones across the world, is to provide for employment and job creating fields and areas. Kish island, initially, lacked any publicly utilized facilities and installations. Naturally, the residents of the island whose number did not exceed two or three thousand, met their needs in the mainland Iran and the large Southern cities including Bandar Lengeh, Bandar Abbas or Shiraz, whereas state and official services were provided to them indirectly. Introduction of a free zone in such an island naturally compels all legal bodies of the country to set up their representative offices there.The outcome would be an increase in the number of the staff who, in turn, demand housing facilites, utilites and services, ultimately producing new jobs to render services to the new settlers.
In the past, the native residents of the island were just engaged in fishing and restricted border trade exchanges. Development of the job market during the recent three years enhanced demands and almost all professions have a say in the island. The population of the island has increased four to five times during this same period of time. According to its comprehensive plan , Kish Island will host some 120 thousand people within the future decades. And since avoiding social deprivation is a prime objective in the establishment of the free zones in the country, development work in a deprived region entails fresh employment opportunities for the unskilled and semiskilled native residents.
